Executive Summary 

The 21st Congressional Election in South Korea on April 15, 2020 led Democratic Party of Korea (DPK) to super-ruling party by winning 180 out of 300 seats. As the result, the incumbent leftists’ regime has acquired full control over the legislature followed by over executive and judiciary since presidential impeachment 4 years ago. What really concerns is not only the concentration of powers itself but also its political inclination to Chinese and North Korean dictatorship. DPK could even try constitutional amendment to abandon free democracy principle that has been the unchangeable constitutional cornerstone, the true foundation of The Miracle of Han-River. The election, however, is under nullification challenge because of apparent data fabrications. Dr. Mebane’s research and relevant evidences concerning the early votes’ mismatches to voters unavoidably suggest eye-doubting causes for election frauds, including ones employing high-tech computer and machines used for identity check and vote counting. However, although being obliged to do fast and accurate review on this case, the judiciary is delaying it. More worse, the voice from civil society against it is weak. The last resort for us is to call for justice to international society that had participated to fight for the freedom and democracy in Korean peninsula. The Miracle of Han-River has rooted in the beginning of the universal suffrage supervised by UN in 1948. Therefore, we believe South Korea has duty to share her story of blood, sweat and tears to other developing countries because she owes it to them. So this electoral fabrication and its planners must be internationally subject to righteous judgment. The domestic power of ordinary citizens, however, is not sufficient to resist again the gigantic leftists’ regime. Actually many countries with election frauds have resulted in catastrophic clashes. However, we do want to go through in the manner of free democratic rule of law without bloodshed. To do so we desperately call for your immediate attention and involvement for this country standing on the last freedom front fighting against Communism.  

 

 

Preface 

 

The Least Believable News 

 

We, the legal advocacy group representing The Hon. Kyung-wook MIN, former Congressman of the United Future Party, the Korean conservatives, are reporting to international society the technologically fabricated election on April 15, 2020, which is under nullification lawsuit. Solemnly we ask for your strong attention to this high-tech election fraud stealing the 72-year-old freedom and democracy in Korean peninsula bloodily kept by international society of 65 countries including 25 ones sending combat troops in the name of United Nations Command. Over last two months after the election, we are doing legal proceedings for fast and accurate judicial review on this case, and disclosing the evidences of fabrication through Youtube, SNS, rallies, protests, and social actions with civic groups. However, dominant political influence of the Democratic Party of Korea (DPK), the leftists’ ruling party, has been suppressing us from revealing the truth because the party has already seized powers in not only executive branch but also judiciary and media as well. Through the fabricated election, DPK has gripped the overwhelming majority in the National Assembly. Thus, as the last resort, we are informing the current situation of South Korea to free democratic groups in the world and requiring your help and assistance. 

 

South Korea, The Last Freedom-Front Owed to International Society

 

Below the 38th parallel north of Korean peninsula, the Republic of Korea (South) was born in 1948 by the UN supervised Constitutional Assembly election. Back then, the Communism was dreadfully sweeping the Asian continent. Actually South Korea, the just-born-poorest country, was about to be communized in 1948 by the North’s invasion supported by the Soviet Union and the Chinese Communist Party. But, South Korea was able to defend its freedom thanks to the participation of the multinational forces under the United Nations Command. 

 

By 1987, South Korea had dramatically modernized and industrialized itself in about 40 years after the incomplete rule of law and democratization under the constitution based on free democracy. In 1987, South Korea revised its constitution to introduce the principle of due process of law and took the first step towards western rule of law and democracy. 

 

Political groups, however, denying free democratic Korea, had remained in South Korea as well as North Korea since 1948 when the country started. After 1987, they have grown as the main leader groups of each area in the society over the last 30 years. 

 

The Leftists’ Attempt to Remove Constitutional Cornerstone 

 

The current president Mr. Jae-in MOON was elected in 2017 by politically employing the impeachment of the former president Ms. Gun-hye PARK. With the election, he immediately denounced groups that have protected free democratic Korea against China and North Korean communism for 70 years as a “deep-rooted evil.” He also gradually reinforced his influence on media, the executive branch, judicial branch, intelligence agency, prosecution, police, various civic organizations, and political parties. In response, protests of citizens who want to protect the free democracy mounted, but the opposition party that went along with the former president’s impeachment rarely protested, and citizens’ engagements are still unorganized. 

 

The 21st general election two months ago was South Korea’s last chance at a crossroads. People trying to protect the liberalist system were planning to deter the Moon Jae-in administration’s regime change and establish a basis for judging them by gaining the majority in this general election. On the other hand, Moon Jaein’s administration understood the meaning of the vote more clearly. The defeat in the election meant they could subject to prosecution and judgment, putting down the accomplishments they have built last three years, their power and social status they achieved by fighting for 70 years, and their interest and possible long-term seizure of power. However, if they can win in the election and become an overwhelming majority by gaining three-fifth seats (180 out of 300 seats) that they can pass the law exclusively, it will be a completion of an irreversible regime change and an accomplishment to eradicate the opposite side permanently. 

 

At the time of the election, Moon’s administration already dominated most of the National Election Commission (NEC, the country’s election watchdog) and authorities. Since 2002 when the digital vote-counting machine was firstly introduced, South Korea has never conducted post-election auditing. In the 2018 local election, when South Korea used the centralized voters’ identification running on client-server system that was introduced in 2014, a turnout of early voting has already reached 33% of the total votes. The cooperative ties between Moon’s administration and the core agency of Chinese Communist Party, which is the world-best in hacking and digital monitoring, was strong, and South Korea has the world-best Wireless network. 

 

In other words, the condition, ability, motive, and desperation were ripe for the ruling party (DPK) to fabricate the general election by using 21-century tools which are manipulating the targeted numbers in real-time with Big data, AI, and hacking and using the voting papers as a sub-tool. 

 

The stunning result of the April 15 election turned out after midnight. The voting counting of the early voting began about 2 in the morning on 16, and, in 40 voting districts which are 20% of the total districts, the candidates for the opposition party who won Election Day voting were ended up being defeated by a candidate for the ruling party (DPK). Citizens discovered convincing evidence of an electoral rigging, such as doubtful points in the procedure of counting, the evidence of manipulation in figures of the election results, illegal ballot papers, and vote counting video. Twenty-five candidates in 25 districts, including Hon. Kyung-wook MIN and one out-congress party, instantly participated in the election lawsuit. However, over two months, courts, media, and in-congress parties have kept silent on this matter and sometimes only vilified or mocked our actions. 

 

Next, we will explain in detail; ① circumstantial evidence of fabrication ② delay of judicial review, and the actions we ask for to international society. 

 

 

Evidences 

 

I. Circumstantial Evidence of Fabrication 

 

1. The operation of an electoral system that is vulnerable to large-scale digital manipulation. 

1) South Korea’s early voting system is not a traditional method such as receiving the early voters’ registers as absentee ballots, preparing a separate electoral roll, and delivering the roll by mail, for a small number of voters who are unable to vote on-the-spot on Election Day. l

 

This method has a relatively low risk of large-scale riggings because the registration process is strict and does not use a computer system. 

 

2) If a voter has a certificate of resident registration, he or she can vote in anywhere among 3,500 early voting polling stations nationwide in the early voting system. An early voting ballot paper is issued with QR code after an election officer checks the voter’s personal registered information by connecting the NEC’s central server. Each QR code’s serial number is recorded on the early voting electoral roll called “integrated electoral roll,” and the roll is stored in the central server. 

 

The QR code’s serial number in the “integrated electoral roll” is the most determinative factor in deciding whether ballot papers are fabricated. However, it has not submitted over two months after the election despite our repeated requests. 

 

3) The early voting had been proceeded for two days, each four days and five days ago from the Election Day, for twelve hours each (total twenty-four hours). Moreover, the president encouraged the early voting by voting earlier with the warning of COVID-19. Finally, the votes in the early voting were raised to 40% of the total votes. 

 

The higher a turnout of the early voting is, the easier they move the subtle number of votes to the districts, like online gerrymandering, where votes are lack to achieve the targeted goal and stuff the box with fake ballots to support the changed figure. 

 

4) Generally, early voters are classified in two groups – voters who vote earlier within their districts (within-district early voting) and voters who vote earlier in other districts (outside-district early voting). In the case of outside-district early voting, ballots are usually delivered by mail to a voter’s original district. In this year’s election, the ballots were delivered by the post office or even by private delivery service company without the NEC’s monitoring. 

 

Since outside-district early voting use the mail to deliver the ballots, and there are no specific regulations, it became the unregulated area and the most tempted part for fabrication. Actually, it had the most abnormal figure in the election. In addition, when preserving evidence, a bundle of the outside-district early voting ballots was found, like a bundle of paper money. 

 

5) A ballot-sorting machine (digital vote-counting machine) in a counting location has optimized specifications for the operation of an illegal program and destruction of evidence. It has been equipped with a sensor to recognize QR codes, super computer-level D RAM, high-performance ARM to save log data, and Xilinx (data distribution system) 

 

6) The total number of seats in Korea National Assembly is 300, out of which 253 are directly elected from each district, and 47 are proportional representatives from a party’s list. The voting for 253 directly elected seats is a single-member electorate system where a candidate who earns more, even one vote, is elected. 

 

In other words, in the single-member electorate system, very a small number of illegal votes are required to win in competitive districts. In 253 districts, the ruling party gained 14,345,425 votes accounting for 49.9% share of votes, and the leading opposition party won 11,915,277 votes accounting for 41.5% share of votes. The difference in votes is about 2.43 million, and the difference in share is 8.4%. However, each number of seats is 163 and 84, which is more than twice. In most of the competitive districts, the ruling party(DPK) won, and in 40 districts, the ruling party’s candidates who lose in Election Day voting obtained about 20~30 percent more than the counterpart in early voting and came from behind. 

 

7) Since 2002, South Korea accelerates the computerization of election equipment, but it did not implement the post-election auditing system. A turnout of early voting, which is easily meddling by outsiders, has been gradually increased, and there were huge loopholes in monitoring systems in the outside-district early voting. 

 

8) The ruling party gathered extensive big data and dispatched Yang Jeong-chul, the core member of the party and director of the election campaign, to the Chinese Communist Party, which is outstanding in hacking and fabricating electronic data. It seems weaknesses in the system and laxity in election operation provided the basis for the large-scale digital manipulation in the election. 

 

 

2. The Extremely Abnormal Results 

 

1) The issue of our suspicion about the 21st general election is ‘early voting,’ which accounts for about 40% of the total votes. The reasons why early voting is vulnerable to electoral rigging were mentioned above. The followings are numerical abnormality of the election result and our analysis and evaluation on it. 

 

2) Comparing the election result of the 20th general election four years ago and that of the 21st general election two months ago, there was a dramatic change in early voting. 

 

3) We examined the percentage of votes won by each party in early voting and on Election Day per a polling station (total 424) in Seoul in the 20th general election four years ago. We found out that DPK (the current ruling party) had a higher rate of votes in within-district early voting than on Election Day in some stations or lower in the others, and so did UFP (the current leading opposition party). The gap between the rate of votes won by DPK in early voting and on Election Day was usually within 5%, and the average rate of the additional vote was only 1.12%. 

 

 

 

 

4) However, in the 21st general election, the percentage of votes won by candidates for DPK (the ruling party) in within-district early voting was 12.62% higher on average than that earned on Election Day in all 424 polling stations of Seoul even without one exception. It also shows the artificially symmetric structure with UFP (the leading opposition party) candidates who won votes an average 12% lower. 

 

 

5) This phenomenon was discovered nationwide, including Seoul except for certain regions (Jeonbuk, Jeonnam, and Gwangju province) in which the ruling party (DPK) was absolutely dominant and there was almost no candidate for the leading opposition party (UFP). As you see in the table below, in most cases, there is no difference between the distribution graphs showing the gap between the percentage of votes gained in early voting and on Election Day in the 20th general election, and it displays a normal distribution with a bell-shaped curve within ±5%. However, in all polling stations in the 21st general election, the percentage of votes gained by the ruling party in early voting is 10% higher than that on Election Day, and it is exactly opposite to the leading party whose percentage of votes gained in early voting is 10% lower than that on Election Day. As a result, the graph becomes a bimodal symmetric distribution, as if the normal distribution was artificially separated. 

 

 

6) The cartogram below indicates well that how much the result of early voting is far apart from the result of Election Day and operated favorably to the ruling party (DPK), and how much the normal result expected by Election Day voting was distorted. 

 

 

7) The left side is the result of Election Day voting (April 15), and the right side is the result of early voting (April 11-12). If we calculate seats for each party only based on the result of Election Day voting, UFP(Pink color) secures the largest number of seats, 124, and DPK(Blue color) secures 123 seats one less than UFP. Namely, UFP (the leading opposition party) won on Election Day voting. 

 

8) Whereas, according to a distribution only based on early voting, DPK secures 203 seats and UFP secures 45 seats. It is a reversed situation with a big difference. 

 

9) The final result coming out on April 16 was 163 seats for DPK and 84 seats for UFP. The places for UFP was half of DPR, and it was a crushing defeat. UFP lost 40 seats and DPK gained 40 seats more after early voting ballots were counted. 

 

10) Based on these facts, the suspicion of fabrication and illegal meddling was dispersed. 

 

 

3. Dr. Walter Mebane’s reports and Korean experts’ opinions 

 

1) Dr. Walter Mebane, a professor of the University of Michigan and an expert on detecting electoral fraud, suggested the probability of fraud through five reports regarding the 21st general election in South Korea 

 

2) According to his analysis, almost all electoral riggings happened in ‘early voting.’ This tendency was found in districts where UFP eventually won as well as where DPK won. 

 

3) According to Professor Mebane’s statistic model, 7.26% of the vote was estimated to be made by ballot stuffing, and if the districts are limited in where DPK won, 10.43% of the vote was estimated to be made by ballot stuffing. 

 

4) As said above, DPK gained only 8.4% of the vote more against UFP. However, DPK gained seats almost twice than UFP. If professor Mebane’s theory is correct, most of the districts where DPK (the ruling party) won by a small difference to UFP (the leading opposition party) would be stained by illegality and manipulation by 7~10% fraudulent votes. 

 

5) As professor Mebane indicated, the only fact that the statistics model suggests the electoral rigging cannot be the ‘confirmatory evidence’ that ‘actually’ there was an illegal electoral rigging in the real world. Thus, confirmatory evidence that there was an actual illegal electoral rigging in the 21st general election should be found by further investigation. 

 

6) Since professor Mebane’s report has resonated with people, some experts in Korea commented that professor Mebane could release the wrong results because of his lack of understanding of the Korean electoral system. Regarding the comments, professor Mebane released four more revised reports after reflecting criticisms, but his conclusion was not changed. 

 

7) Instead, people who criticized professor Mebane, such as Mr. Won-ho PARK and Gi-joon YOO, refrained their comments or withheld the obvious conclusion. 

 

8) As professor Mebane argued, other statistics experts in Korea such as Mr. Sung-hyeon PARK or Young-a PARK also keep arguing that the figure of this general election is abnormal unless there was 12 manipulation. 

 

 

4. The possible scenario of electoral rigging and evidence 

 

) Finally, the ordinary citizens collected evidence and researched the election over two months, and they suggested the hypothetical situation of fabrication probably close to the actual electoral rigging. 

 

 

2) Step 1 of 3 is analyzing prospects of results even of the smallest level of districts through big data opinion poll. The next measure is preparing and inserting fake ballot papers with calculating the required number of votes to achieve the targeted number of seats 

 

3) The evidence of Step 1 is the Facebook post of Lee Geun-hyeong, a strategy-planning manager in the DPK (the ruling party)’s election campaign, and the bundle of ballot papers of the outside-district early voting. He uploaded the table, saying he estimated it by applying “early voting correction value.” The figure of the table suggested 163 seats for DPK that are exactly the same as the actual result and  DPK’s prevailing and winning in all districts in a close contest. In the real election, like what he said “corrected value”, the DPK prevailed and the counting of the early voting ballots reversed the results in all districts in a close contest. The ruling party exactly gained 163 seats as the DPK (the ruling party) and Lee Geun-hyeong designed.

4) The picture of a bundle of ballot papers of outside-district early voting strongly implies that such papers are not actual ballot papers used in the outside-district early voting that issued one by one and aggregated by mail from different places. Besides, according to a video, ballot papers are attached to each other like a bundle of receipt papers, which can never be like that because it is issued one by one, and thus an election officer detached them from each other. The video shows that the illegally produced fake ballot papers were inserted in a previous stage before the counting. 

 

5) Furthermore, it shows their sophisticating planning that they deliberately and nationally covered the surveillance cameras in early voting polling stations arguably for personal information protection, and thus evidence to prove the correct number of early voters does not exist. When considering that surveillance cameras of the polling stations on Election Day were not covered, it is evident that the real reason for covering the cameras of early voting polling stations was not on the protection of personal information. 

 

 

6) Step 2 of 3 is to investigate the feasibility of pre-programming and to develop and install a program by designing a system with logic and algorithm. The most plausible program model is a refinery program that checks and controls real-time flow to produce the most economical and efficient gasoline with certain properties, such as octane number 92, by combining three different raw materials. In the system based on this model, there are three types of materials, ‘outside-district early voting, within-district early voting, Election Day voting,’ and they are mixed in appropriate proportion to reach the target number of votes and seats under the real-time control at the national level. 

 

7) To achieve the goal, most essentially, a high-performance chip must be installed in the digital votecounting machine, and Xilinx (data distribution system) must also be equipped to avoid leaving any traces. Sensor, communication function, and USB port are also equipped in order to enter and process information through QR code. 

 

 

8) In Buyeo, it has been demonstrated that a digital vote-counting machine (the ballot-sorting machine) is not operated by just one program. According to the linked article2 , the ballot counting machine in question first counted about 180 for candidate A, about 80 for candidate B, about 100 for unclassified. However, after reset, it produced a significantly different result: 159 for candidate A, 170 for candidate B, 59 for unclassified. It hardly seems a physical error, and it is the result of at least two different programs working before and after a reset. Given that one digital vote-counting machine can run two types of programs, running dozens of different programs by the time of the day cannot be difficult in light of the current digital vote-counting machine’s specifications34 . 

 

9) the last of 3 steps is a stage to achieve the targeted number of seats through real-time calculation during the counting process, and then to insert additional fake ballot papers to match the number different with the number of real votes in preparation for a recounting. In this process, shocking scenes continued one after another, such as sealing papers used in ballot boxes being damaged, disqualified sealing stamp being affixed, a paper box of bread being used as ballot boxes whose production was discontinued three years ago, and ballot boxes with holes on the side being treated as sealed.

10) Besides, there were places where "-1" was written as the result of counting when the NEC announced nationwide election results for the first time, and in 37 districts, including 10 voting districts and 27 proportional representatives, the number of votes is higher than the number of electors in withindistrict early voting. The NEC refuses to explain this: in the programming world, since this phenomenon is presumed as a representative 'bug', it seems it demonstrates that a manipulation program was used. 

 

11) Finally, a number of function formulas were found that calculates the number of early voting votes won for each candidate of 253 districts within the 1% error range by using the voting rates of Election Day voting and early voting. This phenomenon is only possible in an artificial accumulation of numbers. 

 

 

 

II. Defect and Delay of Domestic Judicial Proceeding for an Investigation 

 

1. Crumbling of prerequisite condition which is safe and reliable preservation of ballot papers 

 

1) The most reliable proceeding to reveal the truth on electoral rigging is an election lawsuit and prosecution investigation. The current prosecution is hard to launch an investigation on election fraud crime into full swing because of the explicit political attack by Moon’s administration. As for an election lawsuit, the Korean Supreme Court proceeds an election lawsuit in a single-trial system. Currently, candidates of 25 districts and one party (Christian Liberty Unification Party) not having seats brought election lawsuits for nullifying the general election and for invalidating the elected positions. However, since Moon’s administration extensively has its grip on the Korean Supreme Court, it is not easy to investigate the case actively. 

 

2) A prerequisite condition to ensure the validity of an election is a safe and reliable preservation of ballot papers until after the verification. However, in the 21st general election, this premise was crumbling. This fact became widely known to the public by photos taken in evidence preservation site by advocates in charge of the election lawsuit 

 

3) In the photos, the ballot boxes were stored in the empty field warehouse with one shabby padlock where the surveillance camera is not installed. It was rare that boxes are safely and reliably stored from a ballot count location until the evidence preservation is executed. 

 

4) There were countless nonstandard ballot boxes. Even there was a plastic ballot box on which removing and attaching sealing tape would not recognizable. 

 

5) The marks of a sealing tape’s removal and attachment were found out in almost all evidence preservation sites. Sometimes, the remaining half of the affixture of a sealing stamp on boxes revealed that a sealing was damaged. 

 

6) What is worse is that many ballot boxes have holes on the sides for the grip, inserting fake ballot papers can easily happen. However, the NEC argued that such boxes are still valid, saying that the sealing tape on the top of the boxes was attached. 

 

7) The storage of blank and remained ballot papers was also very careless. Even a ridiculous situation happens that a person who reported blank ballots that were brought carelessly into the ballot counting location was investigated for theft. 

 

8) Likewise, the ballot papers’ authenticity of is not guaranteed because the ballots were not safely and reliably preserved. In this situation, a mere recounting would give an indulgence to those who did the electoral rigging and who matched the number of ballot papers before and after the counting. 

 

 

2. The hindrance on proving the truth and the delay of a judicial proceeding 

 

1) The NEC has rejected the submission of the “integrated electoral roll” with the last numbers of serial numbers of early voting ballots. For an objective investigation, whether the number of early voters was inflated or there are inserting fake ballot papers, the submission of the integrated electoral roll recorded under the law is necessary. The roll cannot but be stored in the central server when issuing ballot papers because of its operation method. 

 

2) Also, the NEC has rejected the submission of which a digital vote-counting machine (a ballot-sorting machine) automatically creates and saves in the machine by scanning the ballots when they are inserted into the machine. While the manual of a ballot-sorting machine (a digital vote-counting machine) and official publishers by the NEC highlight that “image files of ballots” makes possible the post-examination on illegal fake ballot stuffing, the NEC has rejected the submission of image files when it is necessary. 

 

3) The NEC has also rejected a forensic on digital election equipment and servers and submission of an operation program and log data. 

 

4) The Korean Supreme Court dealing with the election lawsuit also has not replied to an investigation inquiry for a fact-finding and authentication, and even not scheduled a pretrial hearing almost during two months after the suit was brought. 

 

5) While the candidate who brought the suit has filed five briefs and presented evidence as the amount of two books in the effort for an accurate examination, the counterpart only submitted a two-pages response saying they will answer specifically later. It seems they plot to make the plaintiff lose motivation, be isolated, and be in torment. 

 

 

III. The Need for a Neutral Audit by International Organizations and Our Appeals 

 

1. South Korea under control. 

 

1) The current governing groups of South Korea have a grip on almost everywhere including an executive branch, assembly and judicial branch, military, prosecution, police, intelligent agency, constitutional overseers (the National Election Commission, Constitutional Court, the Board of Audit and Inspection), major media, labor union, and Civic organizations. 

 

2) By their policy direction and people-to-people exchange, it turns out that the core people of the current governing group is in cooperation with the core people of the Chinese Communist Party. 

 

2. Insufficient power of the opposite groups 

 

1) The current administration plans to create and operate 'Corruption Investigation Office For Highranking Officials (CIO)’ right under President from July just as the Public Security department in China. Every high-ranking official will more accommodate Moon’s administration under the fear of purge by CIO, and which will accelerate the degeneration of society towards Neo-authoritarianism (proto-totalitarianism) 

 

2) The leading opposition party (UFP) could not make its voice heard about the investigation for truth because it gives a handle to the counterpart in terms of ideology, organization, and public characters. Even UFP could not help for an advocacy group representing the election lawsuit to lend a conference room in the National Assembly chamber for a conference call. 

 

3) The power of civic society arguing the investigation for truth on the electoral rigging is trivial, weak, and unorganized. 

 

3. The need to halt the tendency of Chinese single-party dictatorship destroying rule of law 

 

1) In South Korea, since the presidential impeachment four years ago, the inclination to ignore rule of law has been steepen reaching almost its destruction. Weak voice against this apparent and large-scale electoral fraud implies the imminent collapse of social foundation to resist for freedom. 

 

2) This case is the significant and gloomy sign that eventually the single-party dictatorship in China and North Korea will shadow over many free democratic countries as Communism did so. 

 

3) Still now, as so was 70 years ago, South Korea is the fiercest front of ideological war between political streams – the one, for rule of law, and the other, against it under single-party dictatorship (for example, ‘One Belt and One Road’ to reinforce Chinese influence). 

 

4) As 70 years ago when the first general election under UN laid the stepping stone for free democracy, also today we are in desperate need of international engagement by conscientious groups all over the world who love freedom, rule of law and civilization. 

 

5) As the victory of Korean War paved the way to the victory of the free democracy by preventing the expansion of Communism eradicating freedom, we are sure that it will be the decisive opportunity to stop the expansion of single-party dictatorship, suppression of freedom and rule of law, and good chance to spread freedom and democracy in the Asian continent. 

 

4. Appeals to international groups (organizations) 

 

Respectfully we ask for you, as citizens trying to reveal the truth of electoral fraud and as advocates in charge of the nullification lawsuit, 

 

- to investigate the truth and publish it in the name of your organization or group; - to publish the second report based on materials secured during the legal proceedings; 

 

- to send your research team to South Korea officially as well as express intent to participate in recounting as observer; 

 

- to express opinion that you are willing to be in charge of auditing from a neutral perspective in case that the court doesn’t recount or unfairly does. 

 

The cost for the activities above, citizens who love freedom and rule of law in South Korea will afford it according to the international criteria. 

 

 

Conclusion 

 

The Miracle of Han-River in South Korea has rooted in the beginning of the universal suffrage supervised by UN in 1948. Therefore, we believe South Korea is obliged to share her story of miracle to other developing countries because she owes it to international society. Therefore, this electoral fabrication and its planners must be internationally subject to righteous judgment. The power of ordinary citizens, however, is not sufficient to solve the issue. Actually many countries with electoral riggings have resulted in catastrophic clashes. However, we do want to go through this crisis in the manner of free democratic rule of law without bloodshed. To do so we call for your attention, cooperation, involvement, and participation.
